The round table " Contemporary problems and tendencies of Ukrainian emigration "

During the preparation for 8th Council of Europe conference of Ministers responsible for migration affairs which takes place in Kiev on 4-5 September, 2008, the Ministry of Internal Affairs of Ukraine was performed " a round table " with participation of representatives of the ministries and departments and also the scientific and international organizations which has an overall responsibility for matters related to labour migration and illegal human traffic.

After heated and fruitful discussion parties arrived at following conclusions. As might be seen from the international experience, migration is the general global process accompanying world economic and sociopolitical development. Ukraine as one of subjects of this process cannot simply avoid it. Therefore its task at the state level is to define the purposes in this question.

Participants of a round table stated that the main reason of migratory processes are demographic processes and needs of economic character both at the individual level and at  nation-wide level. Therefore migration for Ukraine can become additional source of development as the country-donor of human recourses, and as the country receiving human recourses.

That is why it is necessary for state bodies and the international community to take these processes under control. In particular, by means of regulation of migratory processes and licensing the activity of the enterprise activity subjects help Ukrainian citizens to find the job abroad and also they organize social protection of Ukrainian citizens working abroad.

Besides, the problem of stimulation of Ukrainian emigrants returning processes need special attention. There is positive experience of the West-European countries in attraction to cooperation of diaspora, necessity of conducting the thorough information policy among the compatriots living abroad. In particular, by establishing the authentic informing on changes in system of employment of the population in native country. It was ascertained also that programs of returning of labour migrants to home country are rather expensive  but the most effective. Therefore participants of a round table suggested other countries interested in their joint realization and corresponding financing should join such programs. There was also mentioned the necessity of authentic definition of number of Ukrainian citizens left abroad because different number of persons is still uncertain (from 3 up to 5,5 million persons).The authentic statistics î quantity of labour migrants in Ukraine and arising social and financial risks is not conducted also. The problem of high criminalization of migratory processes increased also. Labour and sexual exploitation in particular. As a whole participants of session arrived at a conclusion about necessity of development of integrated state migratory policy and regulation of close relationships between all interested state bodies inside of the country and coordination of their actions with the international organizations. The next step in this direction can be forthcoming 8th Council of Europe conference of Ministers responsible for migration affairs.

On July, 18th in village Rozsudiv of Ripkinskyi district of Chernigiv region the  temporary residence for foreigners and also for persons who do not have citizenship and who illegally live on territory of Ukraine was opened by the Ministry of Internal Affairs of Ukraine in cooperation with the European Commission.

The residence was opened by Jury Lutsenko, Minister of Internal Affairs of Ukraine, Yens Boug, the ambassador and head of government of  European Commission in Ukraine, James Dezni, acting head of government of the International organization responsible for migration affairs in Ukraine.

Jury Lutsenko, Minister of Internal Affairs of Ukraine, stated that during last five years approximately 20 thousands illegal migrants were arrested by forces of the Ministry of Internal Affairs of Ukraine and the state border service. Of course, it is only a part of a wave of illegal migration which goes to the European Union in search of better life.

He has emphasized that it is necessary protect the Ukrainian laws and Ukrainian interests at  making decision on this problem." And also it is necessary to remember that we deal not only with infringers of the Ukrainian laws but with people ".

Recently created residence is ready for maintenance of 239 persons at the same time.  There are 5 separate rooms (including rooms for women and families with children) in a building for migrants.

Foreigners who live there are provided with a three hot meals a day in accordance with norm. By the way, people can choose the meal according to their religious convictions.

Manning table provide the first-aid post and isolation ward with 5 beds for the purpose of maintenance of an appropriate sanitary-hygienic regime, providing migrants with emergency medical aid and also with medical care.

The residence is equipped with necessary systems of power supply, water supply, modern biocleaning constructions, a communication facilities etc.

Migrants can live 6 months on the territory of this residence.

There is only one temporary residence for foreigners and for persons who do not have citizenship.

Yens Boug, the ambassador and head of government of  European Commission in Ukraine mentioned in his speech at the commencement meeting that signing of Readmission Contract by Ukraine and European Union is one of stumbling blocks in Ukrainian state policy concerning European integration. Its importance lies in the fact that it defines general values typical of Ukraine and European Union . Opening of this residence is the proof of such values. For execution of the contract European Union appropriate funds at the rate of 30 million euros.

One more center for illegal migrants will be opened soon in Volhynia.

The press-briefing of deputy minister of the internal affairs Vasilyi Marmazov was carried out in the press centre of the Ministry of Internal Affairs of Ukraine concerning the preparation of The 8th Council of Europe conference of Ministers responsible for migration affairs that will take place in Kyiv (Ukraine) on 4-5 September 2008.

 

Firstly, the initiative of the Ukrainian party concerning carrying out of this important event in Ukraine was officially confirmed on May, 19th, 2006 during the 16-th session of the Council of Europe Committee of ministers in Strasbourg, France. The final decision on this question also was made in Strasbourg on January 12-13th, 2006 during 61st session of the Bureau of European committee responsible for migration affairs, expert body of the Council of Europe. Thus, according to the Secretariat of the Council of Europe the 8th Council of Europe conference of Ministers responsible for migration affairs 'Economic migration, social cohesion and development: towards an integrated approach' will take place in Kyiv (Ukraine) on 4-5 September 2008.

 

This conference can become crucial  profile event on the continent which will define the main priorities in the migratory policy of the European countries on the following 5-8 years, as Vasily Marmazov said. Holding of the Conference will help to strengthen the positive image of Ukraine, will emphasize an active position of the Ukrainian government concerning the solving of problems in the sphere of migration flows management.

 

It is expected that more than 70 ministers and heads of national departments from European countries, America and Asia, and also from international organizations who are responsible for migration affairs will visit the Conference. The expected number of foreign visitors is about 600 persons and 200 visitors from Ukraine including members of diplomatic representations accredited in Ukraine, international organizations, nongovernmental organizations, etc. It is expected that the total number of participants will be more than 800 persons.

 

Today during a press-briefing the deputy minister of internal affairs Vasily Marmazov informed about the measures taken by the Ministry of Internal Affairs of Ukraine as coordinating executive authority concerning preparation for this event.

 

" Because of the high level of the this forum the Council of Europe set up strict requirements concerning its organization and carrying out ", - Vasily Marmazov has said. " For today the Ministry of Internal Affairs carried out a complex of managerial procedures on preparation of the Conference. Now work passes according to the developed plan of the Conference, therefore we hope that this representation event will be performed at the highest level ".

 

Also Mr. Marmazov informed journalists about work of the Ministry of Internal Affairs concerning realization of migration policy, having analyzed the basic features of this direction. Also during the press conference he answered the questions of journalists concerning giving the status of refugees, capability to support illegal migrants in Ukraine and perspective to open new asylums for this category of people, financing the expenses on the supporting of illegal migrants etc.

 

Questions of migration processes management in Ukraine were discussed on the seminar before performing the 8th Council of Europe conference of Ministers responsible for migration affairs.

Today the seminar concerning migration processes in Ukraine took place in the International Exhibition Center. It was organized by the Ministry of Internal Affair in Ukraine in cooperation with the MP-Consulting company. Representatives of state executive authorities central bodies and other nongovernmental institutions and international organization participated in the seminar.

   On behalf of Ministry of Internal Affair of Ukraine participated: the deputy minister of Internal Affair Vasyl Marmazov, the director of State Department of nationality, immigration and registration of individuals Igor Repeshko and  Head of Department on a fight against crimes related to human traffic, Mikhaylo Andrienko.

       As Vasiliy Marmazov stated, this seminar is performed within the bounds of the preparation for  the 8th Council of Europe conference of Ministers responsible for Migration Affairs, which will take place in Kyiv on 4-5 September 2008. A deputy minister also stated that holding of such arrangement in Ukraine stimulated work of many central government authorities, non-governmental and international organizations for controlling of migratory process.

         During the seminar participants actively communicated. In particular, there were discussed problems of the legislative providing of migratory  processes realization and realization of migratory policy Conception projects that was developed by the Ministry of Justices of Ukraine,

the potential of Ukrainian labour-market and its demand for foreign labour force, the role of Ukraine in Sederkoping process.

      The director of State Department of nationality, immigration and registration of individuals of  MIA of Ukraine Igor Repeshko reported about the problem of illegal migration in Ukraine and its solving. As Igor Repeshko stated, resistance to illegal migration is one of priority areas of Ministry of Internal Affairs activity. He mentioned about activity of MIA concerning illegal migrants identification, their appropriate care maintenance and their return home. Also it was mentioned about functioning of  recently opened temporary residence for illegal migrants in Chernigovska oblast and about center of this type which will be opened in the nearest future, in Volynska oblast in particular.

During the seminar the Head of migration organization office, Gefry Labovits,  represented report concerning Humane aspects of labour migrants protection. He mentioned in his speech about activity of 5 consultant centers concerning migrants rights protection where 50 thousands people got help in Ukraine. On the basis of these centers lectures and trainings for governmental authorities and superpower organizations  who work in this direction were carried out. He thanked the Ministry of Internal Affairs of Ukraine representatives for permanent and fruitful cooperation.

The 8th Council of Europe conference of Ministers responsible for Migration Affairs will take place in Kyiv (Ukraine) on 4-5 September 2008. The theme of the conference is 'Economic migration, social cohesion and development: towards an integrated approach'.

 

The Conference will be discussed the connection between economic migration and development from point of invited countries and countries that receive, and also the role of migration in development. The Conference will provide an opportunity for ministers and other participants to debate at the non-formal meetings and to communicate in the relaxed atmosphere. In the context of economic migration, the conference will discuss how governments in the member states have responded in order to preserve social cohesion and identify how policies in this field can be improved.

 

At the Conference there will be ministers from 40 member-states of Council of Europe which are responsible for questions that are connected with migration and fence-mending with local societies. Ministers from several non-member states, which are not members, but have an observer status with the Council of Europe (Australia, Canada, Holy See, Japan, Mexico and USA) or involved in co-operation with member states on the themes of the conference (Afghanistan, Bangladesh, Cape Verde, China, Congo, India, Iraq, Kazakhstan, Kirghizstan, Lebanon, Liberia, Libya, Nigeria, Pakistan, Morocco, Senegal, Tajikistan, Turkmenistan, Vietnam, Uzbekistan) have also been invited to take part together with the European Commission, the Council of the European Union and other international governmental and non-governmental organisations.

 

The Conference will be held in the International Exhibition Center. The International Exhibition Center which is a leader in the organising of such large universal forums and has special certificate of the Council of Europe for the high level of organisation of  the 7th Council of Europe Conference of Ministers responsible for Policy in Mass Media.

 

The International Exhibition Center is situated on the left bank of the river Dnepr which is 15 minutes drive from the city centre and the hotels, where the participants of the Conference will be accommodated. For organisation of this Conference the International Exhibition Center provides pavilions which are fully equipped due to the higher international standards.

 

The territory of the International Exhibition Center is 10 000 m2. There were built and equipped  44 rooms, such as: offices of the directorate and the Secretariat of the Council of Europe, an office of the Commissar on human rights of the Council of Europe, rooms for meetings of a working group and rooms for talk-back communication, first-aid post, restaurants and the main hall for meeting, conference halls and press center. There are 15 booths for simultaneous interpretation. The main hall has photodiode screens and offices are equipped with 40 plasma panels for broadcasting of events during the Conference. There is also 100 telephone lines and 120 the Internet- channels and 30 of them is in press centre. Due to norms of organisation of European events, offices are equipped by necessary office appliances, furniture and labour-saving devices that are used in organisation of large international forums.
